It would take a lot of gas production. 14 LPM is what it would take to run a 2kw petrol generator. This can be done but it would require about 230v. Take into account the PV panel & batteries would add significant weight to the smart car.
I'm not saying it's impossible, I would love to know that someone will be able to do this. I'm sure if you threw a whole lot of money the barriers could be breached but the ones prudently working on this issue either don't have the resources or sell out.
I have found that the old saying "there is no free lunch" is very true. That is why a hybrid petrol/hho system is the best approach. Adding to the system electric or PV would enhance the system but with current (affordable) technology Petrol would still be the main fuel.
